The Office of Financial Regulation
is making available documents resulting from Phase I (Discovery)
of the Regulatory Enforcement and Licensing System (R.E.A.L.)
project and documents relating to the procurement for services
and products relating to Phase II (Implementation) of the
system.
Phase I entailed the development of
a Feasibility Study, documentation of current business process
flows, requirements definition and documentation of expected
business use cases. The Feasibility Study is the final version
submitted to and reviewed by the Legislature. The Invitation to
Negotiate and ITN attachments constitute the procurement
documents. The ITN may also be found on the Vendor Bid System,

where additional procurement information is available.
Phase I Discovery
documentation represents the Office of Financial Regulation end
users' articulation of the functional requirements defined
during the Discovery and Requirements Gathering Phase of the
REAL System. The Office intends to negotiate with prospective
vendors to develop and implement all functionality required by
the Office to support Licensing, Enforcement and Administrative
capabilities as defined in the business, functional and
technical requirements of the system.
These documents are published as a
baseline reference point to the expected functionality. The
Office expects the vendor awarded the contract for the
implementation of the REAL system to: 1) apply their expertise
and recommended solution to fully meet the system requirements
and 2) utilize the documents in accounting for business use
cases and developing a deeper understanding of the requirements
of the REAL system during requirements validation activities. It
is not the intent of the Office to suggest to the selected
vendor that the actual functionality developed in the REAL
system be an exact implementation of the content of these
documents.

Online Consumer Services functionality targets existing and new consumers (also referred to as "Public Users") that will interact with the REAL system to accomplish various tasks.
Core licensing functionality manages all filings during the period between the initial submission of a filing (regardless of channel being online or paper) through the final outcome of that filing.
The Employee Training module provides functionality, at different levels of authority, for both employees and their supervisors to track and manage individual training and development plans, curriculums and activities.
The REAL system Examinations module provides functionality for both examiners and their supervisors to track and manage individual examinations and all associated activities/information.
System overview document that provides information pertaining to general functionality of the REAL system and a summary of the functional modules and use cases located in additional documents.
The Indexing and Setup module allows scanned batches of OFR transactions to be committed (stored) and Filing transactions established. Indexing is the assignment of metadata values to each transaction.
The Investigations module provides functionality for both Investigators and their supervisors to track and manage individual Investigations and all associated activities/information.
Legal processing functionality manages all legal work items from the initial submission of a request for Legal review through the final outcome of that case.
Online Account Creation and Authentication functionality targets existing and new customers (also referred to as "External Users") that will create an online master account and sub-accounts to further conduct business with the OFR licensing unit.
The Scanning and Imaging module is utilized to capture licensing transactions submitted via traditional paper forms. This also includes ad hoc scanning in support of enforcement and legal functions electronic document management.
Targeted for business unit leads within OFR so that they can effectively control aspects of system behavior that pertain to their unit. without requiring special work requests to the System Administrator or other technical support staff.
The System Administrator functionality is targeted for resources responsible for the system maintenance as well as for supporting the business users in their work.
